on my 48 2dr sedan, I.am ready to install front fender and webbing between cowl and fender, is it best to fit webbing on fender first and then install or is there a better way.

Yes it is better to fit it to the fender first-- a thin double sided tape can hold it in place

Or..............rubber cement (available at office stores) Using rubber cement you have the ability to re-set the webbing if it is not in the correct place. Two sided tape sometimes is not as forgiving.
