Can the original '40 metal spring covers be reused after removal, or are they trash when removed?

Generally speaking, they are trash. Spring covers were sort of like anti-chatter rods: a good concept with little benefit. In addition to providing a cleaner appearance, they were supposed to protect against road crud. In truth, they did a better job of holding the crud in the springs, hastening wear, and making the creaking noises more frequent. They first appeared in 1940, and were supposed to be supplied thru '48, but were dropped from the parts catalog well before that as a "no longer supplied" item.

I have the correct fixtures for installing the covers. The spring MUST be FLAT to do so. I did the one in the attached photo for a fellow in Texas just last week.
