I have a 1936 Ford 2 door Sedan I bought it in July of 2018 . I was told it has a new fuel tank and sender and it is switched over to 12 volt system Tonight I was driving it and the Gage said it was 1/4 full. and ran out of gas. does anyone have any ideals why it said it was 1/4 full and it was not

Given that it has a new fuel tank, it probably has a new fuel level 'sender' in the tank. The new senders a notorious for being inaccurate....

You will have to pull the sender and adjust the arm, by bending it, so that when the tank is empty the gauge reads empty and when the tank is full the gauge reads full. The intermediate steps are very difficult to acheive with thr reproduction sending units.
