1936 Deluxe cabriolet shocks

How can I tell if I need to replace my shocks? If I push down on one of the front fenders, the car does not come back up until I pull the fender back up. Are my shocks bad? Is there a way to adjust them?

Your description of no return unless you pull it back does not mean you have bad shocks, but rather, is more descriptive of how they actually work properly. A shock absorber does not return on its own like a spring, its purpose being to prevent a bouncy ride. As I recall, Houdallie shocks of that era had just, or were just about to become adjustable. An adjustable shock in good condition can best be adjusted on the bench, to get the feel of your adjustment by hand. If your ride is not bouncy, or is not solid as no spring action at all, I'd think your shocks were in good shape.

To check front shock operation, the shock link can be removed and then move the shock arm by hand to check resistance to movement both up and down. The entire shock body can be unbolted and that can be used to check resistance. For the rear try to remove the shock arm and then move the shock using an wrench. If the resistance seems to come and go check the level of the shock fluid which may be low. The shocks will not return the body when it is depressed, that is the job of the spring as mentioned above in another post.

From your photo, it does appear as if the springs, especially the front spring, is long worn out.
