On a 39 deluxe the lights are controlled by the switch on steering column by horn button. Turning left is for parking lights and right for headlights. Center is off.

39 HEADLIGHT SWITCH light switch on bottom of steering column, under the car, it is a bulb held on by a wire bail, it comes apart for cleaning If you car is wired original, maybe you could use a 39 Manual for research and repairs, they are available on this web site, on ONLINE STORE, would be real helpfull hope this helps, 37Ragtopman
