I had the fan powder coated for my 1941 V8 and it looks like rubber has melted out from where the blades connect in the middle. Anyone else had this issue? Is it something to worry about?

I tried this a few years ago with a fan I was willing to "loose" to the experiment. Like yours, the rubber melted a bit and most certainly dried out. I tossed the unit and suggest you do as well. In my opinion, the balance and subsequent vibration that will surely come about soon enough are not worth any gamble. NOS fans are plentiful and reasonable.

Loose fan blades are deadly to radiators.
