I agree, but haven't seen this particular type before. The ones I've seen are for tubes, and this one seems to be for a tire.

I think it is a high quality tire hot patch clamp and remember using a similar but inferior tool with the patches that were attached to a cup of flammable material that really stunk while burning.

Kinda looks like a tire patch tool, but I really don't know.

I do not think this is an auto tool , but i wonder if anyone has any ideas of what it was used for. two of prongs are knife edge, and two are are flat????//
