I'll probably answering my own question here. Do I push in and rotate counter clockwise? The reason I want to remove it, is that one side of the ring sits against the right arm of the wheel, while the other side sits high. Is there a way to level the ring, or do I really need to worry about it?

Yes, push in and rotate CCW. Might be a bit difficult as spring pressure is pretty good and you may be working against a bit of corrosion/dirt.

You might have a bent tab or metal ring keeper. One word of caution, don't get too aggressive with the horn ring itself, it doesn't take much to break it.

It is likely that the rubber "donut" makes the ring lopsided. You can order one from C&G as part# 11A-3672 at (800) 266-0470, $2.95 This part is called an "insulator" and usually has deteriorated over time. The advice about being careful about pushing and turning the ring is a good one. Finding a new horn ring is a big problem. I don't believe they are being reproduced. When I bought my '47, someone had broken the ring and hot glued it to the wheel. It took me a very long time to find one that wasn't cracked or pitted If the spring is weak or broken, order 21A=3626.

Put the rotation pressure on the horn button, not the ring. A good pot metal repair shop can repair it if you break the ring, but it will cost big bucks.

I got the horn ring off the wheel and found out why the horn ring didn't set level. One of the three screws that hold the part that locks to the wheel had fallen out. The screw and the two insulators were laying in the hub of the wheel. Put pieces back together and problem solved. Thanks for the words of caution on how to safely remove the ring.
