Ford tool ABV 400

Hello, I live in Australia and have found an old tool that I think would be an Early Ford tool but I may be wrong! It has ABV 400 stamped on it near the top! I've attached photos of it, has anyone got any clues? Thanks, John.

Looks like it could be a rear hub puller.... BTW - K.R. Wilson used the prefix 'ABV' on their hub pullers....
