I have a question on my 1941 Ford Pickup. What goes in the two holes on each side of the cow below the hood hinges?

I'm going make a guess and say rubber plugs, to keep the hood from rubbing/rattling against the cowl.

Yes they are rubber bumpers. Readily available from V-8 parts vendors.
