Gauge and toggle switch questions?

Temp gauge is pegged out on hot with or without power. With key on, test light shows power only on one terminal where as other gauges show power on both terminals. Is temp gauge shot? Also, there is a toggle switch under side of dash approximately below starter button. What is it?

toggle switch is dash lights, check to see if the sending unit wire is connected for temp gauge, gauge should read hot with switch off, then go to cold, maybe the sender has shorted out. remove wire from sender and see what gauge shows

get some one to watch gauge and with power on ground out the sender wire momentarily to see if gauge moves then sender is bad, if gauge does not move then it is bad

I connect the sender wire to ground and then turn on the ignition switch until I can see needle movement, about 30 seconds.
