One of my tail lights and brake light is a bit brighter than the other.I have tried different bulbs with no luck. What is the best way to pin point this problem?I am guessing maybe a weak ground problem?

Run a wire from the ground side of the battery and touch it to each light socket. If the dim one gets bright you know you are on the right track. Charlie Stephens

It may be the lens. Some lenses are darker than others. If the ground test did not make a change, remove bot lenses and hold them up to a light source. If one is darker than the other, look for a lighter lens. If they are the same, look at the housing to see if they match in color.
