I have a 1940 Ford TRUCK reference book and it shows to have one inch of movement in the belt between the generator and left side water pump.

The Ford specification for 1940 was 1" TOTAL flex. In other words and for clarity, 1/2" in and 1/2" out. If you set your belt with 5/8" deflection in one direction, you have 1 1/4" total... you'll be fine. Better a tad loose vs. too tight. I always advise that folks are certain they have a proper belt, one that doesn't ride in the bottom of the pulley.
