I suspect if you wanted a two tone '40 Ford you could get one. I believe It would've been two toned by the dealer most likely.

Special paint schemes were available to fleet buyers only.

Actually two tone paint schemes were available to anyone - even single car purchases. If memory serves this "option" was bore at an additional cost of $15. There were only two basic choices. One, Folkstone Gray and Maroon, the other, Folkstone Gray and Acadia Green. The buyer had his choice as to which color was applied to the fenders and which color was applied to the body. Few of these cars were sold. I am inclined to believe that folks back then(for the most part), just like me nowadays, believed this paint scheme made the vehicles look like taxi cabs. In my humble opinion, Ford missed the mark on this offering...

Tutone colors became available with the Spring colors on both the Ford and the Mercury. I don't have the Ford sales letter in my files, but I believe that it is available at the Early Ford V-8 Foundation Museum Library. The 1940 Book has the information on page 2-1 along with the mandatory accessories. I doubt the inclusion of the Leather interior option as a requirement. I don't remember seeing it in the sales letter. The mandatory accessories is probably why so few sold. Here is a link to the color combinations. http://images.tcpglobal.com/chips/1940-Ford-pg04.jpg?linkingParam=%7B%22_ga%22%3A%22GA1.2.1608686808.1521386829%22%7D&_ga=2.215494551.1006932566.1521386829-1608686808.1521386829 Tom
