Anyone know what this was originally for? I have lots of Southwind heaters and an original governor, but this is different.

My guess ........... looks like it might be part of an aftermarket water injection gadget.

Yea I think you are right closer view The larger center hole goes to the tubes... the smaller to a hole in the throttle body
