Which is the best choice for rebuilding a stock, occasionally driven engine: steel or chrome piston rings?

It will depend on whether you have had the cylinders properly honed. Otherwise, it is likely neither rings will seal. For lightly used vehicles, non chrome rings are sufficient. Have the cylinders checked for taper to see if simply removing the glaze will work, or whether boring to oversize is required before replacing the rings. Otherwise you likely won't improve the operation much, if any.
