This is a guess....but it looks like the tool that fits in the cavity under the intake manifold to facilitate lifting the engine.

This looks like a valve guide removal tool to me.

We use a tool like that to drive down stubborn valve guides without removing the valve head. Without a way to judge size, it is hard to tell for sure. When posting this type of question, it is very helpful to lay a ruler along side the item in the photo.

It is for removing stubborn valve guides. A number of companies made very similar units to this.
