Can anyone tell me what goes in the threaded hole below the oil dipstick tube in this picture? The pan fits a 59 block.

No mystery there, Bill. That is a return for an oil filter. Some dipstick bosses alread have the pipe threads for a fitting, while others must either be replaced, or a separate boss installed to accomodate the return line. Most 59A pans have the former.

Since I plan no oil filter I assume this hole may be plugged. Do I use a sealent like thread tape or maybe gasket sealent on the plug?

Usually those holes are pipe threaded, and need no sealer. The oil there is not under pressure. If the plug tightens down, I wouldn't put anything on it. At our shop, we don't use Teflon tape. It has a nasty habit of clooging vital areas if any of the tape breaks off. We do use some Permatex if any is required.
