They are an add on. The original plastic panels faded and/or cracked from exposure over the years, and the plated replacements were common. Plastic repros are available. C&G has them, as well as the plated metal type. You can see them on page 249 of their on-line catalog at www.cgfordparts.com I have the plated set in my '47 convertible, as most of the plastic types don't exactly match the knobs, etc, anyway. The dash is very exposed to sunlight in an open car, and for another $60, it was a good choice for durability.
