Going to buy new bias tires to replace with exact same. on my 46 Ford. Tires are about ten years old.. Car is babied around town, never driven on highway. Need I go to the expense of replacing the tubes also?

Never on the highway, don’t waste your money just because they are 10 years old. At city speed limits, you’ll never have peripheral damage from a blowout like you may have at highway speeds.
