I have a 1935 Ford Model 48 that has a switch in the center of the steering wheel. At the end of the steering column is where all the light wires are attached. This item comes off the end of the column and comes apart to reveal the connectors. I have 8v on the center pin and can use a jumper wire to illuminate the lights but when I put it on the the end of the column where the switch will turn the connector the voltage is nowhere to be found. Is there supposed to be a insulator between the wires and the housing?

Almost sounds like you are missing some pieces at the end of the steering shaft. There should be a brass tube that goes up the middle with a diamond shaped end. That end has tabs that the wire bale uses to keep the cup with the wires in it connected to the steering shaft. There is also a small 'c' clip that holds the horn rod in place. Not sure from your description that you have those.

The center spring loaded terminal on the internal light switch is for the horn. It connects to the horn rod and when the horn button is pushed it grounds (+) the center terminal. The horns get their (-) polarity directly through the wiring and are isolated from ground. The circular terminal plate for the light switch wiring is an insulator and not conductive.
