  How do i get a vin plate for this car?

  There wasn't one.
The serial number (VIN) is located on the upper frame rail near where the steering sector box is bolted to the frame.
It may be covered with dirt and grease, but be careful as the numbers are not stamped very deep into the frame rail.
Use a solvent and clean.
You are looking for something that starts with a 5 pointed star and then the number 18 - xxxxxxx

If you can't find it there, and you know that the vehicle is original, you can also try to locate the numbers off the top of the transmission case. This will require removing the front floor mat and toe board to get to the transmission. Please remember that over the years, the transmission may have been replaced, so the transmission numbers may not match those that you find on the frame rail.

  No "Vin" plate on a '39 Ford. ID number stamped on the frame.

  As others have said there was no VIN plate. Don't try to get a fake one and show it to the DMV or you are going to have problems. Welcome to the site.
