There is a open coil resistor under the dash that is rusted and broken. The former owner has a jumper across the two ends. What is this for ? I found a wiring. diagram that leads me to think it goes to the coil. Thanks

Yes, this resistor was originally intended to be connected to the coil to reduce voltage to the coil. If an aftermarket, internally resisted coil, is being used, this resistor is no longer required so it will be bypassed like the one in your car.
