  If I touch the neg. battery post on a 1948 ford with a wire clip at one end and a light at the order end to the solenoid and the light goes on, does this mean power is going to the solenoid. If so , can a touch the solenoid with the wire clip and the touch the coil will the light go on?

  Yes. If you touch the wire from the negative terminal of the battery to the positive terminal of the solenoid, the light will go on. If you touch that wire to the positive terminal of the ignition coil with the ignition switch turned on, the light will light indicating you have power to the coil.

  To test if you have voltage going to a terminal with a test light, connect the alligator clip on the test light to ground (engine fastener or body fastener or grounding cable) and probe with the pointed end of the test light.

At the solenoid, you should have voltage at the side connected to the battery NEG post and at the center terminal when the starter button is not pressed.
