Have you tried a few drops of oil down the motor's vacuum tube? Often that will free-up an old stuck motor. A few drops of light oil, then gently manipulate the mechanism by hand.

I have 3 i rebuilt for my 41 ford. Just take them apart and clean and put back together. I happen to have a tool that fits the special bolts although a pair of needle nosed vice grips will work. If you would like me to do yours, let me know.
