I can't offer an answer, but I can give you an opinion assuming you have vacuum operated wipers. The wipers on my '46 Coupe were very slow, and sometimes hung up until I played with the throttle to get them moving again. What I found was, a previous owner had installed non stock wiper arms and blades, that were heavy and had higher spring tension that the original design. The wipers worked a lot better after installing the proper pieces. RainX also helps. Moral of the story, higher spring tension may cause the same problem I had.
