  been a professional mechanic 40 years but have never seen floating rod bearings. what does it mean when they say -.010 + .008 i am lost.

  Full floating bearings turn on the rod journal and turn inside the rod, supposed to be less friction over all. They are not locked to the rod with a tab like modern bearings.
-.10 would refer to the rod journal being turned .010 under size to clean up any scratches or out of round condition on the journal side, thus the bearing would be oversize to fill that gap .008 would mean the bearing is oversize on the rod side to make up for wear or machining of the big end of the rod.

  The -.010 is the crankshaft journal undersize and the +.008 is the rod opening oversize.

Do NOT try to size the rod opening by filing the mating surfaces, it will result in an oval size opening and excessive bearing wear. The rod opening must be a true circle.
