Most flywheels can be resurfaced without affecting the thickness, as it requires only a small cut to remove damage. In some cases, using a fly wheel grinder may be sufficient. At our shop we check all flywheels after machining to be sure balance is correct. We usually don't know how many times it has been resurfaced, and if done in a lathe, it may need rebalancing. If your flywheel has been badly scored or burned, it may be time for replacement. Proper adjustment of the clutch linkage should compensate for most resurfacing.
