New to me and the engine bay and engine itself is more than dusty, it’s down right dirty, oily and slightly surface rusty. What’s the safest way to clean without harming anything?

You can use any of the degreasers available for home use. Gunk Engine Degreaser, Simple Green, Purple Power, and LA Simply Awesome (from Dollar Tree or Amazon) are some of the products. I use Gunk Foamy Engine cleaner on the chassis and parts of the engine that have heavy deposits of grease. Remove the air cleaner and cover the carburetor with a waterproof bag, do the same for the oil filler tube and the generator. Spray the grease with one of the cleaners and let it soak in. If you have deep deposits of grease, use a parts cleaner brush to help clean them. Carefully rinse of the degreaser so that you do not get any of it on the fenders or cowl. It will remove the wax. Next use a scrubbing towel from Tub O Towels to wipe and clean the areas that are still dirty. Home Depot sells the Tub O Towels in the large size dispenser. Clean the areas that were covered with one of the scrubbing towels. Clean the air cleaner and oil filler cap in mineral spirits and let them drain dry, the re-oil them. EvapoRust makes a gel that can be used to convert small areas of surface rust. Use a flat clear coat after cleaning, except on exhaust parts. Tom
