  On my '38 the shaft pushes IN to reset, pull OUT to count miles.

that shaft behind the speedometer only sets the trip back to zero, or you can set the trip

has nothing to do with the odometer itself
one thing I did find out the 3 number is a standard car,and trucks only reads up to 99
while Deluxe cars have 4 numbers and goes up to 999 35 39 cars, trucks
you will have to have the speedometer looked at, easy to remove,
maybe just a simply lubing might help or a loose screw ?
easy to take apart, just be careful with the parts,
