If it just spins I would guess a bad or sticky Bendix drive. If it grinds I would suspect bad or missing teeth on the flywheel

Having starter problems with my “new to me” ‘37 Ford, 60 HP. The Bendix is hit and miss. If Bendix engages properly the engine starts immediately. Pulled the starter today and will take it to Gen-Star in Glendale, AZ. for inspection and rebuild. Out of the car, the Bendix travels smoothly on the output shaft. What’s your take.... weak starter and/or bad Bendix?

To answer your question, yes that would be a good place to start, and check the overall condition 0f the Bendix. If you are not hearing any grinding, the flywheel teeth are probably ok.
