That looks like an aftermarket steering wheel from the teens or early 20's. You can probably get a better answer on the AACA Forum, as people there are more familiar with that era. Tom

Just FYI, in case someone is interested. They felt it was similar to this Fatman tiltsway except it doesn’t have the tilt away mechanism on it.
