Can anyone tell me the Black color (flat, shiny) of the frame and wheels for a 1947 Ford pickup truck?

Japan Black I believe was the name of the paint Ford used for frames and chassis parts. It is a semi-gloss black. As for the wheel rims -- they could be black or body color depending on the order of the vehicle. Hope this answers your question.
