I have been trying to figure this out. Does this cap come off? (See image) I don’t want to break it. Any information would be extremely appreciated. Frustrated in California

It is attached to a rod that goes through the steering box, to operate the lights at the switch box below. Remove the bale at the bottom of the switchbox, then remove the box cover. Your hands will be greasy at that point, go no further until you clean your hands, as you will otherwise contaminate the electrical switches inside.

With clean hands then, locate the rod, and the spring loaded key at the bottom of the rod. There is a horn wire exiting the rod, (actually a tube). Disconnect the horn wire, and turn the key to free the rod. Now you can pull the horn/light rod straight up out of the steering column, being careful to not bend it. You will need to open your rear window to clear the rod through the window. If you window is fixed closed, plan B is to loosen the steering box mounting bolts, and remove the column support from the dash, to allow the column to turn slightly to the open driver's door. Now you can do whatever it is you want to do to the horn button.
