My 1949 Mercury Station Wagon spare tire hub cap hits the bumper when it is lowered down. Do the spare tires have a special hub cap?

Are you sure you have the correct rear bumper? The station wagon bumper has a "step" where the spare clears when the tailgate is folded down. If the car was in an accident perhaps they replaced it with a passenger car bumper. How about the metal spare tire cover, does that hit also?
