  Discovered ignition wire switch wiring that is burnt and not connecting to coil. Car just received from shipper who used a jumper wire from battery to coil to start motor. Question: is it necessary to remove steering wheel to access the ignition wire leads to the ignition switch??

  No, you can access the wires and switch body from the bottom side of the steering column collar.

The wire going to the coil comes from the resistor / circuit breaker panel mounted on the upper left corner of the interior side of the firewall. The other side of the resistor is connected to the ignition switch.
