  Does anyone know what the adjusting screw on the steering box adjusts? Does it have anything to do with play?

  The screw adjusts the clearance between the roller and sector gear in manual steering in the late 1930 and 1940s cars. It should only be adjusted when the steering box is being assembled.

Most steering wheel play is caused by worn parts. Jack up one wheel and try to turn it left and right. Any movement over 1/32" means worn parts. Next grab the top and bottom and try to rock the wheel, the same principal applies here.
