  For the entire time that I have had my Ford, there has been one spring for the Hood Latch.

I understand that there should be two.

There is what appears to be a place to connect a spring on the black, stamped "finger" that touches the center of the black sheet metal divider that runs from behind the front of the cast portion of the grille to the bar that the hood latches catches on.

Where should the second spring be connected and what does it look like?

  Yes two, they are available through most of the aftermarket suppliers, one is much longer than the other. Hard to describe attachment. Short acts to pull the dog leg latch 91A-16718-B down and the long acts to raise the flat link 01A-16674 from the rear of the handle. The flat link rod 01A-16674 has a small hole in it. and the long spring goes there and then upward to a small bracket 91A-16673 at one of the hood trim attachment screws. Short to the side of the dog leg latch 91A-16718-B and then forward to the edge of the metal hood latch 01A-16774-B.
Look in the chassis parts book for part numbers and diagram.
