  What does the start button send a ground path to???

More info:
Start button is new, tests fine. ... I insure a ground to the housing, no change
When I "jump " the solenoid , start motor energizes
I have current, 6.25v to the batt terminal of the ignition sw
After turning the key & turn the sw on, ...current to the other 2 terminals
With key& sw on lights not functioning. The only thing that works is horn

PO put in new wire harness.. lots of sketchy wiring

  The "push" button supplies a ground to the starter sol. Try removing the push button and scr*ping some paint off. FWIW

Also attached a jumper from a good ground to the (tested) PB

So if I connect a jumper from the pos batt terminal to the Push button terminal on the solenoid, starter should energize??

Where can I get a good (that I can see )) wire diagram ?

Also........properly cleaned battery terminals, solenoid terminals (3), engine grounds, starter terminals, paint on dash receptacle for PB,

  Because you posted the question in the 1940 Forum, I am going to guess that you have a 1940 Ford.

The wire from the "start" button goes to the center terminal of the solenoid. When you push the button it grounds the wire to complete the circuit for the solenoid.

When you measure at the ignition switch, you are measuring voltage. Voltage is the pressure pushing the current through the wires.

Do the gauges work when you turn on the ignition switch?

Do the lights work when the ignition switch is OFF. They should work independent of the ignition switch. The light switch has 2 positions, parking lights and all lights.

Pull the light switch out to the first position. The dash lights, tail lights, license light and parking lights should be lit. If all of them are not lit, check that the yellow with red tracer wire is connected properly. If that did not fix the problem check for voltage at both of the circuit breaker terminals. The thick yellow wire should come from the battery side of the starter solenoid (side away from the battery) and have 6 volts on it all of the time that the battery is connected.

OK Located the circut breaker
Voltage present with battery connected & Ignition sw off. I then checked the secondary side of CB & voltage present as well. I manually opened ( I did clean the contacts) contact...no V at secondary, allowed to close contact ..voltage present again

Looks to me like voltage is lost somewhere after the CB. Don't see any likely connection/plug??

this is out of a 1940 FORD REFERENCE BOOK, it is original FORD from 1939

  If the wiring looks "sketchy" is it a factory style harness or something home made? If a factory style harness you need a diagram and then follow that diagram to check that all the connections are correct. If it's some home made harness your best bet is to purchase the factory style harness and start from ground zero. Also make sure you are positive ground and have the correct size cables to the battery and all the correct grounds from body to frame and frame to motor.

  Found it!!!

"Open" in the wire from PB to center terminal of the sol

The harness that the PO put in looks to be a purchased harness (cloth covered wires) with added in new style wires. For example . the harness running to the back of the car had wires for everything but the Rt stop circuit. So PO ran a extra wire to make that work.
To add to the fun he used 1 color red wire for all the wire modifications

Next problem.
no current to F parking lights....Again the extra red wires.

I have current at headlight sw park light terminal.

BTW the tail & head lights, high beams Instrument all working

I think the last part of the puzzle is the F parking lights
