I need to replace the upper steering shaft bushing.What is the best way to remove the old one.It looks like it is in the collar below the steering wheel.Can I remove this collar that holds the shifter?Looks like a clip is holding it on.

I replaced that rubber bushing on my 1940. I removed the steering wheel, fished the bushing out with long nose, "Needle Nose Pliers," or a hook of some sort,? (it's been a year or so that I did it) pushed the new one down in, and replaced the steering wheel. It was a very easy task!

You'll only need to remove the horn button and steering wheel to access the bushing.
You may need to pick at a bit to get it out of there. It'll come out no doubt in pieces. Not a difficult task at all... fear not 
I'd suggest you get a replacement with the plastic (insert) sleeve. Use a little WD40 to lubricate the outside of the new bushing to make the installation easier. The WD40 will dry up quick enough.

Kube,who sells the plastic insert sleeve?Does the inside of sleeve need to be lubed for the rod?

Carpenter has them. His part #51A-3517-A for $5.95
No lube is required on the bushing. I'd only suggested a little lubricant (WD40 or glass cleaner) to aid the installation of the rubber in to the metal steering tube. Either will dry up quickly and "go away".

I picked and picked till I had about half of it picked out and finally got it to turn and managed to get a coat hangar down through it with small hook and got it out!Got to be a better way but its out.

Kube,that bushing is rubber and bronze.Is that the the one you are talking about?

There is also a retrofit bearing, sleeve and spring to take the place of that bushing. You can get it from C and G Parts. 1-800-266-0470.
