  What goes under the bracket that is attached to the inner front fenders and how high are the inner fenders supposed to be off of the frame??

  I am guessing you are referring to the cross brace??? If so, it is attached to the frame in the center
(cross member) with a hex head bolt, castile nut, cotter pin, flat washer and a heavy spring. This brace is allowed to 'float' a bit, thus the spring as part of the fastener assembly. If you desire a sketch as to how this is properly installed, let me know.
I am not aware of any dimension as to how high the fenders are set. If you are having front sheet metal alignment issues, I can send you a very detailed, step by step instruction to properly align the front clip.

  thanks Mark, if i remember the spring goes on top of the bracket<<??

  As backwards as it may sound, the bolt goes up through the frame and brace. Then the spring goes over the bolt, the flat washer and castile nut. It would be much easier to install the bolt going down but that's not the way it was done on the assembly line.
