Here is a interesting article that is posted in the HAMB on May 5th 2007 by Bruce Lancaster about Vin.- numbers. Bruce states that all cars with a 60 hp motor had a 54 prefix in the vin. and all cars with a 85 hp motor had a 18 prefix number, and all cars with the rare Mercury equipped cars that came with a 95 hp motor, had a 99 prefix in the vin. with possibly a" P" in front of the 99 for police.

While Mr. Lancaster is a wealth of information, I don't know where he gathered this particular information from. I would be extremely interested in any documentation that supports his claims.
I have done extensive research in to the Mercury (engine) equipped '40 Fords and found no documentation that specified an absolute in regard to respective serial numbers.
The "PC" prefix was found NO WHERE in the archives and the only car I've ever witnessed with that prefix was a coupe of mine. That car had documentation from new but nothing that stated "why" the PC prefix.
Bruce, if you're out there and have documentation PLEASE share it with me.
