I understand that the vin number stamped on the frame matches the title and for a V8 it usually starts with an 18 however my title on two 32's do not have the 18 or B for the 4 cyl.prefix. I have been told that sometimes the title number does not include the 18 prefix. Can someone verify this.

It would have been a highly unusual practice and likely confined to one state or to a small number of DMV offices. Possible, certainly, but not verifiable in the sense of consistent with Ford's engine number/VIN practices of the day.
