As I attempt to fill the gas tank gas bubbles out? If the tank vented and if yes where? I tanks quite awhile to put in a few gallons at a squirt at a time.

I've had a '40 and a '38. Both are slow to take fuel. I adjust the fuel flow to about a tenth of a gallon per second and seem to do well.

The only vent for the gas tank is in the filler neck,,right under the gas cap,its a little tube, smaller than a straw, that passes through fill pipe, and comes out inside the fender,on our 38 conv.it was plugged, the gas expanded on a hot day, forced its way out around the cap, took the paint off the fender..(ouch),,this would"nt make it fill slow,is the rubber hose between the tank and the filler pipe good? maybe a restriction in the pipe itself?we have two 38's and don't have that much trouble...

I had the same problem. I think it is a combination of too small of a factory vent and the fast pumping of modern station fuel pumps. What I did was add a 1'4" tube inside the existing neck (note pictures) and the problem was solved. Now I can pour gas in the car without having fuel backing-up and flowing down on the fender.
